Hazard Mitigation Planning

The Northern Kentucky Area Development District is coordinating the creation of a Regional Hazard Mitigation Plan in accordance with the federal Disaster Mitigation Act of 2000.  This planning process includes input from representatives various government departments, public agencies, and private citizens who serve on Hazard Mitigation Planning Committees.

 

 

Purpose

 

Hazard mitigation is the process of developing a sustainable effort to reduce the risk to life and property caused by disasters and to increase a community’s ability to recover from a disaster.  The Regional Hazard Mitigation Plan is being designed to protect people, property, and the environment from damage caused by natural hazards by increasing public awareness about risks posed by natural hazards and identifying resources for risk reduction and loss prevention.

 

 

Risk Assessment

The Planning Committees have identified several hazards that pose substantial risk to life and property in the NKADD region that the Plan will be designed to address: 

 

  • Flooding

  • Tornados

  • Thunderstorms

  • Landslides

  • Winter Storms

  • Dam Failure

  • Earthquakes

 

Mitigation Strategy

 

Natural hazards cannot be prevented, however measures can be taken to reduce the severity of a disaster and thus better enable a community to recover from a disaster. The mitigation strategy includes goals, objectives, and actions that provide recommended approaches that can reduce risk and increase resistance to hazards.  Mitigation measures can be incorporated into existing plans, procedures, codes, and ordinances.

Disaster Recovery 

Pre-disaster mitigation planning and preparedness can be an important tool to reduce losses and increase recovery.  During and after a disaster there is little time to make decisions, therefore it is important to have decisions or guidelines established ahead of time.  Simple measures can be taken to reduce risk that can prove cost-effective if and when a disaster occurs.  Cost / Benefit analysis studies have shown that substantial savings can be realized after a disaster if minimal time and money is spent on hazard mitigation planning and preparation.
