Rural Transportation Planning

The NKADD is an important part of Kentucky's transportation planning process.  Statewide, the major groups that play a role in this process are the Area Development Districts (ADDs), Metropolitan Planning Organizations (MPOs), and the Kentucky Transportation Cabinet's (KYTC) Division of Planning and Highway District Offices. 

ADDs conduct transportation planning activities in the counties outside of the nine urbanized areas of the state.  In the Northern Kentucky ADD, the non-urbanized area includes Carroll, Gallatin, Grant, Owen, and Pendleton counties.  Transportation planning for the urbanized counties of Boone, Campbell, and Kenton Counties is conducted by the Ohio-Kentucky-Indiana Regional Council of Governments (OKI). 

NKADD's transportation planning responsibilities include analysis of data, coordination of public input, identification of needs in the region and subsequent evaluation and prioritization of projects in the Unscheduled Highway Needs List (UNL) for possible inclusion in the State's Six-Year Highway Plan.
