Funding Opportunities for Local Governments
The American Recovery and Reinvestment Act (ARRA), signed into law by President Barack Obama is estimated to bring $3 billion in stimulus funding from the federal government to Kentucky over the next 28 months.The information presented below is provided as an overview of the programs set forth in the American Recovery and Reinvestment Act, which are relevant to local governments. While all the regulations and guidelines for the programs included have not been finalized to date, the summary provided is the most recent information available. Kentucky At Work is the Commonwealth’s implementation of the American Recovery and Reinvestment Act (ARRA), signed into law by President Barack Obama and estimated to bring $3 billion in stimulus funding from the federal government to be invested in Kentucky over the next 28 months. ARRA will provide a much-needed, one-time infusion of dollars that will allow us to maintain our jobs and quality of life through investments in education, health care and public safety; and to make strategic investments now to position Kentucky for the future.

Assistance to Firefighters Grant Program

Department of Homeland Security - Federal Emergency Management Administration (FEMA)
$210 million Nationwide competitive grants to provide assistance for communities to modify, upgrade or construct state and local fire authorities. No grants larger than $15 million. More Information.

Grant period and deadline: The FY 2009 AFG Grants application period is scheduled to begin on April 15, 2009 at 8:00 a.m. Eastern Standard Time (EST). Applications for these grants must be received by May 20, 2009, at 5:00 p.m. Eastern Standard Time (EST).

Fire Station Construction Grant (SCG) Program
The purpose of the FY 2009 ARRA SCG is to create or save jobs in recession-hit areas and achieve other purposes stated in ARRA, and achieve AFG goals of firefighter safety and improved response capability/capacity based on need through the construction, renovation or modification of fire stations.
Eligibility and Funding

Total Funding Available: $210,000,000
Non-Federal Fire Departments and state and local governments that fund/operate fire departments are eligible for SCG.

Rural Development Community Connect Grant Program
The Community-Oriented Connectivity Broadband Grant Program is designed to provide financial assistance to furnish broadband service in rural, economically-challenged communities where such service does not currently exist. Grant funds may be utilized to deploy broadband transmission service to critical community facilities, rural residents, and rural businesses or to construct, acquire, expand, equip, and operate a community center that provides free access to broadband services for at least two years. Grants will be awarded on a competitive basis to entities serving communities of up to 20,000 inhabitants. For more information, please visit the program website.
