Public Safety Radio System Subscriber Units - RFI

The Northern Kentucky Area Development District (NKADD) on behalf of the Fiscal Courts of Boone, Campbell, and Kenton Counties hereby requests information for Public Safety Radio System Subscriber Units to be provided in accordance with terms, conditions and specifications established herein.

Information received after the date and time set for opening requests for information will not be considered and will be returned unopened to the Submitter. It is the sole responsibility of the Submitter to assure that his/her information is received by the NKADD before the date and time set for opening the Request for Information.

Sealed proposals are due by 4:00 pm on July 28, 2017, at which time they will be publicly opened.

NKADD reserves the right to reject any and all proposals.

Addendum 1 - Submittal Signature Page

Questions/Answers

1. Are full keypads required on the radios?
Answer: Full keypads are not required but may be optional. It is anticipated that most radios will be purchased without the full keypad.

2. Section 1.1.3 – Is encryption required on portable radio DES or DES-OFB? DES is not P25 compliant and can operate in analog mode only.
Answer: For the purposes of this Request for Information, encryption is not required and will not be tested or evaluated. The radios submitted will need to be capable of meeting the current P25 encryption requirements.

3. Sections 1.1.2, 1.1.3, and 1.1.4 – Mobile and control stations require AES encryption only while portable requires DES/AES. Please confirm
Answer: For the purposes of this Request for Information, encryption is not required and will not be tested or evaluated. The radios submitted will need to be capable of meeting the current P25 encryption requirements.

4. Did not see a signature page in the RFI to address this statement in the RFI “Signature of this document by the Submitter constitutes acceptance by the Submitter of terms, conditions and requirements set forth herein.” Please advise
Answer: A Submittal Signature Page can be found under the addendum's section on this page (see above).

5. Should the chargers on page 11 be available or would you like one of each supplied with the terminals?
Answer: Each portable handheld radio should be submitted with its corresponding battery charger.

6. Is it preferred that the radios be programmed before they are delivered, or are the evaluators going to program themselves?
Answer: It is preferred that the radios are programmed before they are delivered. Evaluators will not be programming radios.

7. If we are to program could we please have the frequency and pertinent information?
Answer: Yes. The programming information will be distributed when requested by an interested vendor as outlined in the RFI Overview (page 3).

8. You mentioned "The radios submitted will need to be capable of meeting the current P25 encryption requirements." Question: Do you still want these options in the radios (AES, P25 Trunking, TDMA, etc...) and priced out at list priced?
Answer: The radios submitted do not need to have all P25 features (AES, P25 Trunking, TDMA, etc...) enabled for the evaluation during this RFI process. However, the radios submitted must be capable of having these enabled. These features will be required as part of the base radio when the purchase is made.  List pricing should be provided that indicates the cost of a radio with these features enabled.

8. How you plan to mount the mobiles? What accessories will be needed for that purpose?
Answer: The mobile radios will not be mounted or installed in any vehicles. The tests will focus on the ergonomics and functionality of the unit as judged by the end user. We will also look at the size and shape of the proposed units to see how they would fit in the space available in the emergency vehicles. There will be some audio quality testing. The only accessory that I know would be helpful is a magnetic mount antenna. However, this antennas are not required.
