Community and Economic Development

The Northern Kentucky Area Development District has two divisions that deal with various aspects of local government and community development, the Development Division and Public Administration Services Division.

Development Division

A major task of the Development Division is to assist local officials in their efforts to secure funding for various public projects including:

  • Residential water and sewage systems construction and improvements
  • Industrial site acquisition and development
  • Loans and incentives for job creation projects
  • Recreational trails projects
  • Senior citizen centers
  • Housing projects

The Division works closely with various agencies including:

  • Kentucky Economic Development Cabinet
  • U.S. Department of Agriculture, Rural Development Division
  • Kentucky Transportation Cabinet

  • Kentucky Department for Environmental Protection

Staff members have worked with the above agencies and others to secure funding for communities for varied programs including Transportation Enhancement projects, water and sewage treatment systems, disaster recovery, historic preservation, industrial park development, and urban renewal.

In addition, the Development Division is involved in regional transportation planning and highway safety activities.   The NKADD serves as the regional transportation planning organization for Carroll, Gallatin, Grant, Owen, and Pendleton Counties and also works on District-wide highway safety projects.

The Division also provides planning assistance such as writing zoning ordinances, comprehensive plans, geographic and demographic data services, and other projects. In addition, the NKADD maintains a Data Center that serves as a resource for local governments, businesses, nonprofit organizations, and individuals.   For more information, contact Meghan Estabrook at (859)283-1885. 

Public Administration Services Division

Public Administration Services is committed to providing high quality, state-of-the-art management consulting to the District's clients by making available a vast array of sound, innovative services and products in the areas of public administration, human resource management, risk management, finance, solid waste management, governance, and other areas as required, in order to improve the efficiency and effectiveness of our clientele as we collectively serve the Northern Kentucky community.

Training

One of the more broad areas of support provided by Public Administration Services is categorized under the umbrella of training. Public Administration Services maintains a commitment to make available high quality training opportunities for all levels of the local public sector workforce. Some examples include the award winning Public Management Series, local Government Management Conference, Public Works Safety Workshop, City Budget Workshop, County Budget Workshop ,Total Quality Management, and other timely topics.

Revolving Loan Fund

The Northern Kentucky Area Development District’s Revolving Loan Fund (RLF) is a publicly administered development capital fund, established through a grant from the Economic Development Administration, U.S. Department of Commerce. It was established to provide debt financing for strategically targeted businesses unable to obtain adequate market financing for projects of economic benefit to an area. Human Resource Assistance

Staff regularly performs work for local units of government and non-profits concerning the management of human resources including keeping abreast of changes in federal and state laws affecting the employer-employee relationship, job classification, executive searches, benefits administration, Americans with Disabilities Act compliance, equal opportunity, hiring and firing, pay for performance, drug testing, wage and hour law, labor law, personnel evaluation and management, pay plans, and salary surveys.

Financial Assistance

Public Administration Services, as a component of its scope, offers assistance to cities and counties in the area of financial administration. On a general level, assistance and technical guidance is available in the areas of budget preparation and administration, accounting systems, revenue generation, federal and state regulations compliance, and conduct of a wide array of special studies.

Property Tax Rate Calculations

The NKADD Public Administration Services Division offers, as one of its FREE services to local governments, any assistance needed in the preparation of Real and Personal Property Tax Rate calculations. NKADD assisted approximately twenty cities and three fire protection districts last year with tax rate calculations. Division staff is available again this year. More information

Staffing Local Groups

The NKADD offers on a subsidized fee basis the provision of staff support for local not-for-profit organizations. This allocation of staff time is devoted to the assistance and maintenance of many not-for-profit groups located in Northern Kentucky. Generally, the Public Administration Services Division, on a regular basis, provides professional and clerical staff support for the Municipal Government League, the Northern Kentucky Regional Ethics Authority, the Northern Kentucky City and County Administrators Association, the Northern Kentucky Municipal Clerks Association, the Northern Kentucky Public Works Association, Northern Kentucky Legislative Caucus and the Campbell County Council of Governments.
