Water Supply Planning

Program Description 

In an effort to encourage regionalization, consolidation and partnership, Senate Bill 409 was passed in 2000. This bill required the Area Development Districts (ADD) across the state to work with the Kentucky Infrastructure Authority (KIA) to develop water management planning areas within each ADD to encourage service expansion and regionalization and prioritize funding from multiple federal/state funds. Our 8 Counties are sorted into the following water management planning areas: Boone, Campbell/Kenton, Carroll, Gallatin, Grant, Owen, Pendleton. These water management planning areas together form the Northern Kentucky Water Management Council (NKY WMC).  

In the planning process established by SB 409, the NKADD Water Coordinator works with each water and wastewater utility to enter proposed projects into the WRIS platform using the project profile forms prescribed by KIA. This process enters the project into the WRIS (Water Resource Information System) maintained by KIA and linked to the state’s eClearinghouse. Water and Wastewater project proposals are then presented to the Northern Kentucky Water Management Council which reviews, approves, and prioritizes projects. These projects are combined into the Regional Water Management Plan.

The water management planning program facilitates collaboration among counties, cities, and utility providers to plan for future water and wastewater infrastructure needs. The program also provides support in identifying and pursuing funding opportunities for water and sewer projects.

The program also plays a vital role in maintaining up-to-date information in Kentucky’s water infrastructure databases. 

Water Management Council 

The Northern Kentucky Water Management Council (NKY WMC) is a collaborative body composed of representatives from all eight counties within our region, as well as representatives from cities, water districts, sewer districts, and municipal water and sewer systems. The Council convenes quarterly to coordinate regional planning efforts, prioritize and rank infrastructure projects, discuss key issues impacting water and wastewater systems, and review funding opportunities.

FY 2025 SRF Rankings 

SRF stands for State Revolving Fund. This refers to two funding sources: the Drinking Water State Revolving Fund and the Clean Water State Revolving Fund. Funds are set aside each year for water and wastewater projects across the state to be funded through these two SRF Funds. Each fall, a list of projects from each ADD are put forward to be submitted to the Call for SRF Projects. These projects are ranked in the ADD and then across the state. This list is the ranked list of projects for NKADD.  

County Water Management Meetings 

Each fall, Water Management Council representatives convene in each county to identify and prioritize critical water and wastewater projects within their jurisdictions. These priority projects are submitted as part of the State’s annual Drinking Water and Clean Water State Revolving Fund (SRF) Calls for Projects.

Water Resource Information System (WRIS)

Northern Kentucky Regional Water Management Plan 

Pursuant to Kentucky Revised Statute Chapter 151, Senate Bill 409, and Kentucky Revised Statute Chapter 224A, a Regional Water Management Plan is updated every 5 years.  This plan describes the current state of the water supply and water infrastructure and looks at proposed water plans to plan for future water use, needs, and development in the NKADD area.  

County Supply Plan 

Pursuant to Kentucky Revised Statute Chapter 151, as well as the development and amendment(s) to the Regional Water Management Plan pursuant to Senate Bill 409 and applicable sections of Kentucky Revised Statute Chapter 151 and 224A, County Water Supply Plans are updated every 5 years. These County Water Supply Plans are now incorporated into the Water Management Plans.
